青川县是一个“上山云里转,下山是溪边,两山能说话,相见要几天”的山区县,交通闭塞很不方便。人民迫切要求修路。究竟是由国家包下来修呢?还是发动群众实行民办公助呢?去年12月份我们在乔庄和黄坪两个公社进行了试点:由乔庄公社至黄坪公社原来全靠一条狭窄的小道维持交通。单黄坪公社每年从这里运出的粮食、木耳、青麻、桐油等土特产品有50余万斤,每月还要供应乔庄(县城)机关居民的木柴一、二十万斤,全靠肩挑背揹来运送,有时称盐买酱都要往返三、四十里。每年占用农业劳动力达三万多工日,交通不便与发展农业生产的矛盾很大。干部和群众普遍要求改变这种落后的交通状况。我们根据省委的指示在县委的具体
