In the reform of the county and township institutions, some townships have laid down cadres for the reduction of personnel diversion pressure in order to complete the rigid targets of streamlining personnel and rigidly send cadres to the village committee and the two committees. However, when the author investigated the masses, the flow of cadres from villages and towns into the village was illegitimate, unreasonable and unconscionable. First of all, part of the flow of cadres into the villages and towns violates the Organic Law of the Villagers’ Committees of the People’s Republic of China and the Regulations on the Work of Rural Grass-roots Organizations of the Communist Party of China.
