张家口市委自党的十四届四中全会以来,紧紧围绕发挥县委抓农村基层组织建设的关键作用,较好地落实了县委抓基层党建的责任制,使全市农村基层党组织建设出现了前所未有的良好态势。他们的经验是:一要根据实际情况,确定工作重点。通过深入基层调查,发现农村支部班子在思想观念、政治业务素质、工作方法和激励机制、党员队伍的带头作用等方面不适应新形势的要求。针对这些问题,市委及时确定了今后三年全市农村基层组织建设的工作重点,制定了工作规划和奋斗目标,分解落实到各县区,为各县区有计划、有步骤地抓好农村基层组织建设提供了依据,明确了责任。二要坚持重点工作重点抓,集中精力求突破。在重点治理整顿瘫痪半瘫痪党支部过程中,各级党委统一思想,集中力量、上下协调,明确责任。市委加强工作督导,形成了上下联动,齐抓共管的良好局面。全市109个瘫痪半瘫痪支部经过治理,全部实现了转化。
