现代远程开放教育在我国广大山区有着极为广泛的需求与广阔的发展空间。基层电大作为电大远程开放教育系统的基础,在山区教育中发挥着重要作用。山区基层电大办学成本主要由固定资产成本、人力资源成本、教学资源成本、远程教育管理成本和课程固定成本构成;办学效益则体现在学生个人、社会、学校三方面。山区基层电大独特的优势和制约条件影响着学校办学成本与效益,为此应采取发挥品牌效应、多元发展规模办学、加强电大系统联系的措施,减少办学成本,提高办学效益,实现两者的最优化。
Modern distance and open education in our vast mountain area has a very wide range of needs and broad space for development. As the foundation of TVU’s open and distance education system, TVU plays an important role in mountain education. The cost of running a TV program in mountainous areas is mainly composed of fixed assets cost, human resource cost, teaching resource cost, remote education management cost and fixed cost of the course. The efficiency of running a school is reflected in three aspects: individual student, society and school. The unique advantages and constraints of mountain area TV universities affect the costs and benefits of running a school. Therefore, measures should be taken to exert brand influence, diversify the scale of running schools, and strengthen the links between TVU universities so as to reduce the cost of running schools, improve the efficiency of running schools and achieve the best of both optimization.
