矿产资源法规体系是我国矿产资源产权制度的正式规则,其有效性决定了产权制度的基本效率水平。现行矿产资源法规体系中单项法规的普适性缺陷、制度配置的真空、冲突,削弱了我国矿产资源产权制度法规体系的整体有效性,清理、修订、完善法规体系是我国矿产资源产权制度建设首要的基础性工作。
The legal system of mineral resources is the official rule of the property rights system of mineral resources in our country. Its effectiveness determines the basic efficiency of property rights system. The general defects of the individual regulations and the vacuum and conflict of the system allocation in the existing mineral resources regulatory system weaken the overall effectiveness of the regulatory system of mineral resources property rights system in our country.
