During the “Eighth Five-Year Plan” period, Shanghai approved a total of 12,667 foreign-invested projects, absorbing an aggregate of 31.4 billion U.S. dollars of foreign investment and making direct use of foreign capital of 10.4 billion U.S. dollars. It has achieved unprecedented achievements. In 1995, Shanghai’s utilization of foreign investment maintained a good momentum of steady growth for four consecutive years since 1992, attracting new foreign investment growth over 1994.
