1999年是我国基础研究快速发展和取得丰硕成果的一年。党中央国务院发布《关于加强技术创新,发展高科技,实现产业化的决定》,强调“重大突破性创新要着眼于从基础研究抓起,不断形成新思想、新理论、新工艺,为应用研究和技术开发提供源泉,增强持续创新的能力”。从创新源头上确立了基础研究的地位及其对技术创新的根本性推动作用。
