2000年西部大开发启动,党中央、国务院指出,西部大开发要有新思路、新方法、新机制。西部大开发应汲取东部开发中的经验教训,提高大开发的起点。 在西部大开发中,利用现代租赁业配置经济资源,可以充分发挥资本、人才、技术设备的经济价值。更新观念及改革按单位配置经济资源的体制是关键,在西部建立租赁市场网络并辐射全国,是西部大开发的新机制。
