河南省唐河县是全国首批50个商品粮基地县之一,全国20个综合发展规划试点县,它所在的南阳地区是国家科委确定的科技长入经济试验区和河南省科委确定的深化农村科技体制改革试点区。1987年地委、行署提出“科技兴宛”发展战略后,县委、县政府也适时提出了“科技兴县”方针。为把口号变为现实,我们在狠抓落实上下功夫,已取得明显效果。其主要作法是: 一、强化科技意识,加强对“科技兴县”的领导
