近20年来,政府绩效评估一直是现代政府管理的前沿课题,我国各级党委和政府在借鉴西方政府绩效评估的有益经验的基础上,积极探索适合我国国情的政府绩效评估制度。一、领导绩效考评的内涵领导绩效是指各级党政领导班子和领导干部,依据执政党确立的奋斗纲领和目标,在履行宪法赋予的国家职能和行使公共权力过程中的业绩和效果。领导绩效考评是指考评机构对领导干部绩效能力的考核与评价活动。其内涵是对领导干部在组织群众实现本地区、本部门既定的规划和目标过程
