2003年国家教育部颁布的《中小学图书馆(室)规程(修订)》明确指出,中小学图书馆的基本任务是:贯彻党和国家的教育方针,采集各类文献信息,为师生提供书刊资料、信息;利用书刊资料对学生进行政治思想品德、文化科学知识等方面的教育;指导学生课内外阅读,开展文献检索与利用知识的教育活动;培养学生收集、整理资料,利用信息的能力和终身学习的能力;促进学生德、智、体、美等全面发展。
