江苏启东县是全国海洋渔业重点县之一,吕四渔港素有黄海明珠之称.启东县近海捕捞强度过大,渔汛季节有数千艘中小型渔船作业,使水产资源不断衰退,1988年春夏汛主要经济鱼类鲳鱼的全县产品减53%,金钩虾也个体小,网产少.面临这种严峻形势,启东县渔委审时度势,提出了“开发外海,稳定捕捞,发展养殖”的海洋渔业发展指导方针,积极发展外海生产.
