As the 17th National Congress of the Communist Party of China (NPC) pointed out, China’s economic development must be adapted to the new changes in the situation both at home and abroad and meet the new expectations of people of all nationalities for a better life. It is necessary to uphold and improve the distribution system in which the distribution according to work as the mainstay and various distribution modes coexist and improve the system in which labor, capital, technology, management and other factors of production participate in the distribution according to their contributions. The initial distribution and redistribution should all be handled properly.
