我们评价一个研究所开发水平的高低,不仅要看成果数量的多少,要看这些成果在生产中应用得如何,实际经济效益和社会效益如何,亦即看其推广应用价值如何,这是我国科技体制改革的主要方向。目前我省在林业生产中被实际应用的成果,只占成果总数的20%左右,这个数字反映了一些林业科研单位的研究开发水平还比较低,科研成果转化为生产力的速度还比较慢,说明了林业科研面向林业经济建设的问题解决的还不够好,科研和生产“两层皮”的问题急需加以解决。出现这个问题的原因,最主要的一条就是对推广应用工作重视不够,林业科技市场没有真正建立起来。
