本文从《水利产业政策》出发,根据其目标,深入探讨了水利产业化中水管单位所处的地位、作用。客观阐述了水管产业化现状的主要特征:1、水管行业性质的多重性;2、水管行业收费的政策性;3、水管行业的计划性;4、水管行业的公益性。据此提出了水管产业化进程的对策:1、解放思想,转变观念;2、逐步建立适合水管产业化的管理体制;3、以水费为突破口,加速水利产业化进程;4、以水养水,拓宽水利产业发展的路子;5、充分运用法律武器,加大依法管水的力度。
Based on the policy of water conservancy industry, this paper discusses in depth the position and function of water management units in water conservancy industrialization. Objectively expounded the main features of the status quo of water pipe industry: 1, the nature of the plumbing industry; 2, the policy of the water industry fees; 3, the planning of the water industry; 4, the water industry’s public welfare. Based on this, the countermeasures for industrialization of water pipe industry are put forward: 1, emancipating the mind and changing concepts; 2, gradually establishing a management system suitable for the industrialization of water pipe; 3, accelerating the process of industrialization of water conservancy with the water fee as the breakthrough point; 4, Water, broaden the path of water conservancy industry development; 5, make full use of legal weapons, increase the intensity of water management according to law.
