近一个时期以来,各级政府都在围绕简政放权制定并晒出权力清单。权力清单的实质是明晰各级政府、政府各职能部门、公职人员各岗位的职责与权力,逐步形成权责清晰、程序严密、监督有效的行政权力公开透明运行机制,以解决权责交叉、多头执法、相互推诿、监管缺位、暗箱操作、权力寻租等突出问题。制定权力清单,旨在规定政府权力“家底”和“边界”;晒出权力清单,旨在破除政府权力神秘感。制定和晒出权力清单,进一步表明各级政府规范和约束权力的坚定决心。
In recent times, governments at all levels have drawn up and drafted the power list around the decentralization of power. The essence of the power list is to clarify the duties and powers of all levels of government, functional departments of various government departments and public servants, and gradually form an open and transparent operating mechanism of administrative power with a clear mandate, a rigorous procedure and an effective supervision, in order to resolve the cross between powers and responsibilities. Law enforcement, pushing each other, regulatory absence, secret operations, power rent-seeking and other prominent issues. To develop a list of powers designed to set the government’s power “at the bottom” and “border”; drying out the list of powers aimed at breaking the mystique of government authority. Formulating and drying out the power list further demonstrates the firm determination of all levels of government to regulate and bind power.
