中国自然保护区发展迅速,在世界上占有重要位置。然而国家对自然保护区投资严重不足,表现为规模过小,资金总量不足,投资结构不合理和投资缺乏标准,随意性大等等,这已成为影响自然保护区发展的关键问题。完善自然保护区投资机制的对策包括完善自然保护区投资来源政策,扩大投资规模,对保护区进行科学分类并采取不同的财政扶持政策,实行生态价值补偿政策等。
China’s nature reserves are developing rapidly and occupy an important place in the world. However, the state has a serious shortage of investment in nature reserves, showing that the scale is too small, the total amount of funds is insufficient, the investment structure is irrational and the investment is lacking in standards, arbitrariness and so on. This has become a key issue affecting the development of nature reserves. Countermeasures to improve the investment mechanism of nature reserves include perfecting policies on investment sources of nature reserves, expanding the scale of investment, classifying protected areas scientifically and adopting different financial support policies and implementing ecological value compensation policies.
