社会保障的主要作用,是帮助人们降低生活和工作中可能遇到的风险,保障社会成员的基本生活,增强其生活安全感。自2001年以来,我省全面买施基本医疗保险制度改革,医疗保险体系建设取得了重要进展。医疗保险制度的顺利推进和平稳运行,对社会经济发展产生了积极的影响。但同时也应该看到,我们目前的工作和形势发展与人民群众的愿望还有差距,面临着一些深层次的矛盾和困难。为此,当前和今后一个时期我省医疗保险事业发展的基本方向和工作目标是:突出一个主题,实施两项基础工程,完成三大主要任务,实现六项工作目标。突出一个主题。就是以深入学匀贯彻党的十六大精神为主题,自觉以“三个代表”重要思想统领医疗保险工作全局。党的十六大提出全面建设小康社会
The main function of social security is to help people reduce the risks they may encounter in their daily lives and work, protect the basic living conditions of their members and enhance their sense of security in life. Since 2001, our province has fully purchased the reform of the basic medical insurance system and made important progress in the construction of the medical insurance system. The smooth progress and healthy operation of the medical insurance system have had a positive impact on the social and economic development. At the same time, however, we should also see that there is still a gap between our current work and the development of the situation and the aspirations of the people and faces some deep-rooted contradictions and difficulties.
