关税理论研究分为两个层次,第一层次集中于关税的贸易功能上;第二层次延伸到关税的相关研究领域内,体现出关税的复杂功能。结论是,虽然作为财政和保护手段的关税功能在日益削弱,但作为公平贸易政策的关税作用却在日益上升。在当前和未来很长的一段时期内,为了促进产业结构的优化与经济增长,需要把保护贸易政策的关税、自由贸易政策的关税与公平贸易政策的关税结合起来运用,在国家福利提高的基础上以实现较好的经济绩效。
The study of tariff theory is divided into two levels, the first level focuses on the trade function of tariff; the second level extends to the related research field of tariff and reflects the complex function of tariff. The conclusion is that although the tariff function as a financial and protective measure is diminishing day by day, the role of tariff as a fair trade policy is on the rise. In the current and future long period of time, in order to promote the optimization of industrial structure and economic growth, the tariffs on trade protection policies, the tariffs on free trade policies and the tariffs on fair trade policies need to be used in combination with the basis for raising the national welfare In order to achieve better economic performance.
