党的十四届三中全会通过的《决定》提出建立现代企业制度是整个经济体制改革基本框架的重要组成部分,既是企业改革的方向,也是社会主义市场经济体制的基础。“建立适应市场经济要求、产权清晰、责权分明、政企分开、管理科学的现代企业制度”,要求首先理顺企业的财产关系和政企分开的关系,然后建立起适应本企业的组织机构,完善健全内部管理制度,使企业的人流、财流、信息流整体优化,达到企业最佳的效益状态。
