党的十四届四中全会《决定》明确指出:“必须进一步坚持和健全民主集中制,特别要注重制度建设,以完备的制度保障党内民主,维护中央权威,保证全党在重大问题上的统一行动。”深刻认识市场经济条件下加强党的集中统一领导的重要性和迫切性,是新时期建设“新的伟大工程”的一项重要任务,也是提高党的战斗力,加快改革开放和现代化建设的大问题。党的集中统一领导是马克思主义关于党的领导的一条基本原则。坚持这一原则,是由我们党的先进性和执政地位所决定的。在民主革命时期,我们党领导全国各族人民彻底推翻了压迫中国人民的三座大山,结束了近现代的屈辱史,实现了人民当家作主,确立了社会主义制度。40多年社会主义建设实践的正反两方面经验表明,在我们这样一个人口众多、经济文化比较落后的大国,要巩固和发展社会
