安徽省蚌埠市第一人民医院于1997年5月在全省首先成立了社区医疗办公室。通过一年多的实践,在充分利用医疗卫生资源,尽可能地满足人民群众的基本医疗需求,保障和促进医疗机构的生存与发展三个方面找到了一个最佳结合点:这就是与城镇、农村、企事业单位基层医疗机构实行双向参与、双向转诊、共享卫生资源、控制医疗费用的增长,取得了满意的效果。
First People’s Hospital of Bengbu City, Anhui Province in May 1997 in the province set up a community health office. After more than a year of practice, we have found an optimal combination of making full use of medical and health resources, meeting the basic medical needs of the people as much as possible, and guaranteeing and promoting the survival and development of medical institutions. This is the best combination with cities and towns, Rural areas, enterprises and institutions of grass-roots medical institutions to implement two-way participation, two-way referral, sharing of health resources, control of medical costs growth, and achieved satisfactory results.
