根据中葡两国政府《关于澳门问题的联合声明》,中华人民共和国政府将于1999年12月20日对澳门恢复行使主权。有关澳门特别行政区的筹组工作目前正在积极进行之中。现在距离澳门回归祖国只剩下14个月的时间,关于筹组推选委员会的工作备受各界人士的关注。如何筹建一个具有广泛代表性的、客观公正的、高素质的推选委员会,不仅直接对澳门第一任行政长官的产生有重大影响,而且对确保澳门特别行政区实行“一国两制”、“澳人治澳”、“高度自治”具有重大意义。澳门各界为此提供了不少意见和方案,本刊发表的澳门发展策略研究中心的这份意见书,即是其中的一种,以供有关方面和广大读者参考。藉此,也表达本刊对此事的关注。
