社会保障制度是指国家为保证社会安定而对社会成员的基本生活及其福利提供保证的一整套措施、制度和事业的总和。中共十四届三中全会通过的《中共中央关于建立社会主义市场经济体制若干问题的决定》明确指出,在建立社会主义市场经济体制的过程中,必须通过改革,“建立多层次的社会保障制度,为城乡居民提供同我国国情相适应的社会保障,促进经济发展和社会稳定”。
