改革开放拉开了调整城乡关系的序幕,农村改革不但使我国农村发生了历史性的伟大变革,也为城市改革提供了有力的支持和示范。进入新世纪以来,党中央、国务院更加重视城乡协调发展,党的十六届三中全会提出了统筹城乡发展的要求,党的十七大又作出了形成城乡经济社会发展一体化新格局的战略部署,十七届三中全会明确提出到2020年全国基本建立城乡经济社会发展一体化的体制机制。
The reform and opening-up opened the prelude to the adjustment of the relationship between urban and rural areas. Rural reform not only made great historic changes in rural areas of our country, but also provided strong support and demonstration for urban reform. Since the beginning of the new century, the Central Party Committee and the State Council have paid more attention to the coordinated development of urban and rural areas. The Third Plenary Session of the 16th CPC Central Committee has put forward the requirements for the overall planning of urban and rural development. The 17th CPC National Congress has also made a strategy of forming a new integrated urban and rural economic and social development Deployment, the Third Plenary Session of the 17th Central Committee of the Communist Party of China explicitly proposed to basically establish an institutional mechanism for the integration of urban and rural economic and social development by 2020.
