In December 1978, the CPC Central Committee held the Third Plenary Session of the 11th Central Committee of the Communist Party of China, and made the strategic decision to shift the focus of its work to the socialist modernization centered on economic construction. In February 1979, the People’s Bank of China convened a meeting of the governors of the national branches and proposed the restoration of the domestic insurance business. In April the same year, the State Council approved the “Minutes of the People’s Bank of China’s National Branch Meeting.” Article 6 of the “Minutes” states: “To carry out insurance business, to accumulate funds for the state and provide financial compensation for the state and collective property ......
