化肥是农业的“粮食”。化肥价格高低,直接关系到“三农”大局。近几年来,各级党委政府对化肥价格调控监管极为重视,采取一系列政策措施扶持化肥生产,抑制农资价格上涨和缓解农资价格上涨给农民带来的压力。但不容回避的是,农民反映化肥价格涨幅仍然过多。如何进一步加强和改进化肥价格调控监管,建立保持化肥价格基本稳定的长效机制?就此问题,本文在深入调研的基础上,拟从湖南的视角对此做些探讨。
Fertilizer is agricultural “food ”. The level of fertilizer prices is directly related to the overall situation of agriculture, rural areas and farmers. In recent years, party committees and governments at all levels attach great importance to the regulation and control of the price regulation of chemical fertilizers, and adopt a series of policies and measures to support the production of chemical fertilizers, curb the rising prices of agricultural products and ease the pressure on peasants caused by rising agricultural prices. However, it is unavoidable that peasants report that the price of fertilizer is still rising too much. How to further strengthen and improve regulation of fertilizer price regulation and establish a long-term mechanism to maintain the basic stability of fertilizer prices? On this basis, based on in-depth investigation and study, this paper intends to explore this from the perspective of Hunan.
