21世纪将是人才竞争更加激烈的世纪,谁在这方面落后了,谁就要挨打。实现跨世纪的宏伟蓝图,首先要培养和造就跨世纪的军事人才。因此,认识和遵循军事人才成长的规律,努力培养大批跨世纪军队建设人才,是完成从“九五”计划到2010年军队现代化建设各项任务中,必须认真研究解决的一个重要课题。
The 21st century will be the fiercer century for talent competition. Whoever lags behind in this regard will be beaten. To realize the grand blueprint of the new century, we must first cultivate and bring up military personnel of the past century. Therefore, to recognize and follow the law of the growth of military personnel and strive to train a large number of personnel for building the army in the new century is an important issue that must be seriously studied and solved in the various tasks of the Ninth Five-Year Plan and the army’s modernization drive in 2010.
