国家对黄金企业的资金管理一直比较重视,特别是1987年我国中央银行管理黄金生产企业专项贷款以来,我国的黄金生产和开发性建设都有了较大的发展,黄金生产企业的资金管理和国有黄金储备也有了显著增强。但是,由于现行的金融管理体制改革还不够完善,一些深层次的基本矛盾还没有得到很好解决。因此,在中央银行管理黄金生产企业专项贷款过程中,也明显暴露出一些难以解决的问题。其主要表现:
