现行的军队党内监督机制存在着诸多弊端。其深层原因是:我们长期没有搞清楚监督的本源意义,导致监督指向失偏, 监督体制不顺, 监督方式滞后。完善军队党内监督机制必须实现三个根本性转变: 在监督对象上, 实现从监督党员的个体行为向监督权力行使者用权行为的转变; 在监督体制上, 实现从监督主客体一体化向建立党内异体监督体制的转变; 在监督方式上, 实现从思想品德的教化向强力性制约机制的转变。其理想的监督机制模式是:利益驱动与精神激励相融互动的动力机制、权责统一的制约机制和信息沟通、过程监控、效益测评层层相依、环环相扣的监督工作运行机制的有机结合。
There are many drawbacks to the current party-level supervision mechanism in the armed forces.
