日前,财政部提交的《关于2008年中央和地方预算执行情况与2009年中央和地方预算草案的报告》一经全国人大审议通过即在第一时间予以公布,与预算报告同时公布的还包括2009年中央财政收入预算表、2009年中央财政支出预算表、2009年中央本级支出预算表和2009年中央对地方税收返还和转移支付预算表在内的四张预算表。这一看似简单的举动,背后却有着非同寻常的意义:让全国人民在第一时间了解到中央预算,公开的预算信息也更为细致,财政透明度提高由此迈出了重要一步。
Recently, the “Report on the Implementation of the Central and Local Budget 2008 and the Draft Central and Local Budget for 2009” submitted by the Ministry of Finance has been announced as soon as it has been approved by the National People’s Congress and released in conjunction with the budget report in 2009 The Central Government Revenue Budget Table, the Central Government Expenditure Budget Table for 2009, the Central State Expenditure Expenditure Table for 2009 and the Central Government’s 2009 Local Tax Rebate and Transfer Payment Budget Table. Behind this seemingly simple move, there is an extraordinary significance behind this: Letting the people of the whole country understand the central budget as soon as it becomes available and the open budget information is more detailed and the fiscal transparency is taken a major step forward.
