作为《新疆通志(1986~2005)·统计章》主体框架的篇目结构,它是全书资料收集整理的向导、分工编写的依据和总纂的纲领,在实际编纂中起着宏观控制与指导的重要作用,既影响编纂进度,更事关志书质量。除了做好篇目结构的设计工作外,在编撰过程中还要坚持“述而不论”的原则,杜绝观点加例子加评论的写法。同时还要改变那种照抄部门的工作总结、工作报告、技术规程、宣传报道、课堂讲义的现象,把握志体,端正文风,力争编纂出一部高质量的志书。
