“转变经济发展方式”是关系国民经济全局的重大战略任务,国防经济发展方式的调整和变革是其中的应有之义。我国国防经济发展经历了从“军民分离”向“军民融合”的转变之路。当前经济发展方式的“三大转变”中,需求结构转变提升了国防经济的发展质量,产业结构转变拓宽了国防经济利用社会力量的渠道,要素结构转变为国防经济现代化建设提供了动力支撑。适应这种背景转换,应深入推动国防经济走“军民融合式”发展之路,并积极引导其从“单向式”发展向“循环式”发展转变,同时,加强国防动员建设。
