1995年5月中旬以来,淮河流域连遭暴雨袭击,形成特大洪涝灾害,受灾范围之广、程度之深、损失之严重为历史上所罕见。由于暴雨集中,汛情异常凶猛,使津浦线路段路基出现大面积损毁,15m高的路基,近3400m~3基石坍塌下滑,其中小溪河段近27m长的路基基底几乎被洪水贯通,津浦线下行线于7月6日中断。随着雨量不断增大,洪水不断猛涨,严重威胁着铁路沿线的安全,上行线也于当日断道。至此,津浦铁路大动脉披迫陷于中断,几十万旅客滞留在南京、无锡、上海等沿线大站,情况异常紧急。经过解放军指战员、铁路职工等三昼夜的顽强奋战,上行线于7日通车、下行线于8日修复,中断了52h的津浦线铁路大动脉恢复通车。伤病情况我院紧急出动共700名指战员。门诊部派出医疗分队随队伴随保障。抢险劳动主要为卸石、垒坡、填土和扛草袋加固路基。第一昼夜连续暴雨,第二、三昼夜为炎热天气。气温:气象台报告为38℃。饮
