最近,全国人大常委会办公厅印发了《人大机关公文处理办法》(下面简称“办法”),对1998年2月印发的《人大机关公文处理办法(试行)》作了修改,自2001年1月1日起施行。认真学习这个《办法》,对于提高人大机关公文的质量有着重要的意义。《办法》新在哪里?主要的修改内容有:一、公文用纸。过去的公文用纸为16开型(长260毫米、宽184毫米),自2001年1月1日起,公文用纸一律用 A4型(210毫米×297毫米)。这是为了与国际惯用的公文用纸相衔接,与国务院发布的在2001年1月1日施行的《国家行政机关公文处理办法》的规定也是一致的。在“公文格式说明”中,还具体规定公文印刷时,每页22行,每行28字。
Recently, the General Office of the NPC Standing Committee issued the Measures for the Handling of Official Documents of the NPC Departments (hereinafter referred to as the “Measures”) and amended the “Measures for the Handling of Peoples Organs Departments Documents (Trial)” issued in February 1998. Since 2001, January 1, the year shall come into force. Studying this “method” seriously is of great significance to improving the quality of the official documents of the NPC. Where are the new measures? The main changes are: First, document paper. In the past, the official document paper was 16 open type (length 260 mm, width 184 mm). Since January 1, 2001, the official document paper should be A4 size (210 mm x 297 mm). This is in line with the conventionally used official document paper and is in line with the provisions of the Measures for Handling Official Documents in State Administrative Organs promulgated by the State Council on January 1, 2001. In the “official document formatting ”, but also specifies the official document printing, 22 lines per page, 28 words per line.
