投资公司是投资体制改革的产物,作为基本建设基金的经营管理部门——投资公司,其作用主要有两个方面,一是实行宏观调控的重要工具;二是筹集基本建设资金使其保值、增值。作为前者,首先就必须使其导向作用充分发挥,积极想方设法引导大量的社会闲散资金,按照国民经济计划设定的投资方向,投入各建设领域,以保证产业结构的调整和优化。但是对于通过各种渠道筹集的基本建设资金如何使其保值、增值,则是投资公司能否生存与发展的关键。我们徐州市投资公司成立五年来,一直在投资活动中探索:怎样才能做到一方面既发挥自己的宏观调控作用,保证市安排的重点建设用款计划,发展地方经济;另一方面又使基金保值、增值,资金不断充实使公司得到发展。我们五年来一直是把主要精力放在开发电力上,另外投资一些短平快项目和在资金间歇期间委托银行视不同情况以差别利率进行流动资金贷款。其中,在电力建设和一些市安排的重点工程上我们几乎投入了所有的筹措基金,可这些项目周期
