关于深圳长远发展的思考

深圳市委、市政府在深圳迎接“九七”香港回归,迈向21世纪之际,正在扎扎实实夯实发展的基础,并同时绘制迈向2010年的蓝图。笔者以为新的历史时期,深圳面临的内外环境十分有利,有许多机遇、有利条件,同时也有挑战。因此,需要正确解决一系列矛盾问题,处理好以下十大关系: 1、改革与发展的关系。 深圳前15年的发展成就离不开改革开放,今后15年深圳要坚持发展这个硬道理,发展规划的实施依然需要以深化改革为动力,深圳许多特殊政策已成普惠,要增创新优势,突破口在于创造体制优势,要继续大力推进各项改革的深化配套,完善和健全已经建立的体制框架,创造秩序井然、生机勃勃的体制环境。今后要抓好五大体制改革,一是要重点推行建立现代企业制度的试点工作,扩大国有企业改革的范围;二是要大力推进口岸管理体制改革,简化边防、海关、动检等管理,特别要改革深圳海港和空港两大口岸管理,按照国际自由港的模式,形成人、物进出畅通、高效的环境;三是要大力改革金融体制,创造国内外金融机构云集、形成资金洼地的条件;四是要改革劳动人事体制、社会中介组织体制和社会保障体制,为投资和经营提供可靠的中介服务;五是改革政府管理体制,实 Shenzhen Municipal Party Committee and Shenzhen Municipal Government, when greeting the “97” Hong Kong return to Shenzhen in the 21st century, are solidly laying a solid foundation for its development and at the same time drawing a blueprint for moving towards 2010. We should focus our efforts on pilot projects to establish a modern enterprise system and expand the scope of state-owned enterprise reforms. Second, we must vigorously promote the reform of the port management system and simplify the administration of frontier defense, customs and port authorities.
