随着我国石油化工行业的迅猛发展,危险化学品重大危险源不断增多,重特大化学品火灾、爆炸、中毒事故频繁发生,给人民生命财产造成巨大损失,给局部环境带来严重污染。日前,交通部、公安部、国家安监总局在全国范围内开展了公路危险化学品运输安全专项整治,市场秩序得到好转。但是,一些地方非法从事危险化学品运输问题仍然较为严重,部分小化工企业与运输户相互庇护,形成危险化学品非法装运“一条龙”。
With the rapid development of China’s petrochemical industry, major dangerous sources of dangerous chemicals have been on the increase. Frequent chemical fires, explosions and poisoning have taken place frequently, causing huge losses to people’s lives and property and causing serious pollution to the local environment. Recently, the Ministry of Communications, the Ministry of Public Security and the State Administration of Work Safety conducted a nationwide special rectification on the transport safety of hazardous chemicals on the roads and the market order has been improved. However, the problem of the illegal transportation of hazardous chemicals in some places is still serious. Some small chemical enterprises and transporters have sheltered each other and formed the “one-stop” illegal shipments of dangerous chemicals.
