眼下,有的地方、有的单位的领导提拔、任用干部的标准,不是建立在以党和国家的利益为重这个大局上,而是奉行“用人为己”的原则。首先,他们考虑的是这个干部过去和现在是否忠于自己,是不是时时处处都能够按自己的意愿办事;其次,就是考虑将其提拔起来后,能否听从自己的指挥,会不会危及自己的权益;最后,还要考虑将来自己退下来后,是否还能想着自己,如此等等。本来,干部的提拔晋升、选录任用是组织上的事,发现、选拔、培养乃至使用干部,是领导干部应负的责任和义务。可是,有的领导干部往往把举荐干部变成拉关系、送人情、售“私恩”的好机会,搞得十分庸俗。
