据科技部最新统计,2014年我国全社会研发投入(R&D)约1.34万亿元,R&D占GDP比重预计可达2.1%;全时研发人员总量达380万人年,位居世界第一。然而我国的科技创新力仍显不足,基础研究中的突破性、原创性成果还很少。科技创新如何适应经济转型发展的新常态?如何通过深化改革,使科研项目和经费配置进一步聚焦基础前沿研究?如何通过完善制度,调动科研单位和科技人员的积极性,提高经费的使用效率,为创新驱动发展提供有力保障?新年伊始,本刊记者采访了国家自然科学基金委员会(简称“基金委”)主任、中国科学院院士杨卫。
