水是生命赖以存在的重要资源。基于水文循环规律，使有限水量得以循环往复。由于人类社会对淡水资源与日俱增的迅猛耗用等诸多原因，三水循环障碍，严重危及地球水资源固有的可更新性，使旱区范围扩大、旱情加剧的趋势明显呈现。对此，寻求共识以未雨绸缪，并藉助于科学技术进步，促进水文循环，开源节流，抗御干旱，应成为当今世界紧迫的共同问题。
Water is an important resource for life to exist. Based on the law of hydrological circulation, the limited amount of water can be recycled. Due to many reasons such as the rapid consumption of freshwater resources by human society and many other reasons, the cycling of Sanshui is seriously endangering the inherent renewable nature of the Earth’s water resources, expanding the scope of the arid region and showing a clear trend of increasing drought. In this regard, seeking common ground to take precautions, and by virtue of advances in science and technology, the promotion of hydrological cycles, increasing income and reducing expenditure, and resisting drought, should become the pressing common issue in the world today.
