最近,中共中央办公厅、国务院办公厅发出了《关于严格控制领导干部出国访问的规定》(中办发[1989]10号)、《关于各地区、各部门要制定进一步控制临时因公出国的规定的通知》(中办厅字35号),对省部级以上领导干部出国访问作出了明确规定,并要求各地、各部门除继续认真执行党中央、国务院一九八五年以来制定的关于临时因公出国的各项规定外,还要根据中办发[1989]10号文件精神,结合本地实际情况和存在的主要问题制定出具体规定。为此,特就我省进一步控制厅、局级干部及其他人员临时因公出国(包括赴港澳地区)问题,作如下具体规定:
