孔店组和沙四段在惠民、东营凹陷是重要的含油气层位,其构造演化可划分为4个阶段,即孔店-沙四期伸展半地堑充填阶段、沙二-沙三期断块强烈活动阶段、沙-东营期断块活动复杂化阶段和晚第三纪-第四纪埋深加大阶段。与此对应孔店组-沙四段中断层的演化序列为板式→铲式→坡坪式;断陷构造样式的演变序列为旋转半地堑→滚动半地堑→复式半地堑。惠民凹陷孔店-沙四期伸展强度最大,东营凹陷沙二、沙三期伸展强度最大。受构造影响,形成沙河街组四段好的烃源岩,且惠民凹陷比东营凹陷更发育。与孔店组和沙河街组四段有关发育二个正常式生储盖组合。断层是主要的运移通道。构造圈闭主要是与断层有关的断块和断鼻。凹中隆地区和边缘斜坡地区是油气成藏的最有利部位。
