自由裁量权应是法定的,有一定规范的权力,在我国大力实行依法治国,倡导和谐社会时代,建立起公平与效率、良性互动的行政自由裁量权的监控制度,是我国法治建设的关键。
Discretion should be legal and have some normative powers. In our country vigorously implementing the principle of governing the country according to law and advocating a harmonious society, establishing the monitoring system of administrative discretion of fairness, efficiency and benign interaction is the key to the rule of law in our country.
