今年9月14日,国务院国资委颁布了《关于企业国有产权转让有关问题的通知》(以下简称《通知》),《通知》对《企业国有产权转让暂行办法》的一些细节予以明确,如对主辅分离后剩余资产的出售、上市公司国有股转让等都做了更具体的规定。笔者认为, 《通知》发出了加强国资改革监管的信号,也暗示着国资委对现实中“国有资产流失”现象的一种表态。
