改革开放三十多年来,我国经济站上了一个新的更高平台,同时也面临诸多新的约束条件,要求我国加快实现消费主导战略转型,加强与改善消费宏观调控。本文在揭示消费主导战略转型客观规律的基础上,提出我国消费调控的基本依据与努力方向,建议从工资分配、社会保障、税收收入、财政支出等十个方面建立健全宏观消费政策体系。
Over the past 30 years of reform and opening up, China’s economy has embarked on a new and higher platform. At the same time, it has also faced many new constraints, demanding that China accelerate the transformation of its consumption-led strategy and strengthen and improve its macro-control over consumption. On the basis of revealing objective law of consumer-led strategic transformation, this paper proposes the basic basis and direction of our country’s consumption regulation. It is suggested that a macro-consumption policy system should be set up from ten aspects of wage distribution, social security, tax revenue and financial expenditure.
