公共产品是相对于私人物品而言的,是人类文明发展的产物。人们对公共产品的研究起源于对公共性问题的研究,通过提供公共产品来解决公共问题,满足社会发展的需要,维护公共利益,这是政府进行公共行政活动的中心,也是政府提供公共产品的最终目的。本文首先通过对政府提供公共产品的必要性进行分析,进而剖析政府供给过程中存在的优势与存在的一些问题,提出政府有效供给的措施,促进公共产品供给主体多元化发展。
Public goods are relative to private goods and are the product of the development of human civilization.
