1991年初,国家教委将我们哈尔滨市成人教育学院列为P20人口教育项目师资培训中心之一。为了做好这项工作,我们从零起步,积极开展调研活动,学习P19中学人口教育师资培训工作的经验和长沙人口教育工作会议的全部材料。在此基础上,于1991年7月8日至21日举办了首期全省P20项目学校教师培训班,来自全省42所农村项目校的43名教师参加培训,组织教学80课时。10月21日至31日,举办第二期人口教育师资培训班、教学时数72课时,参加培训的是辽宁、吉林、黑龙江三省的P20项目学校的教师、共计33人。年底,我院召开黑龙江省23所项目学校教师参加的人口教育教学工作座谈会。1882年2月,又举办了全省20个县的P20项目试点学校的校长研讨班。我们的培训对象是人口教育师资,而不是计生干部,为此特请哈尔滨师范学校原校长李牧讲了家庭教育与人口素质问题,其目的在于让学员明确教育与人口的关系,以及掌握在成人中进行人口教育的原则、途径和方法。在校长研讨班中,安排了《人口与经济》《人口与自然》《人口与键康》《人口素质》《菲律宾人口教育见闻》等学术报告,从而使他们重视和领导好人口教育教学工作,为深入开展人口教育项目活动内容创造良好的环境。从体现成人特点,保证培训班的教学质量出发,教学中实行教学与研讨结合,分科讲授与专题学术报告相结合,讲授基本理论与结合我省人口实际相结合,理论讲授与对学员进行国
In early 1991, the State Education Commission listed our Harbin Institute of Adult Education as one of the teacher training centers for P20 population education.
