目的了解北京市省级疾病预防控制工作近三年的绩效考核评估结果及其影响因素。方法运用疾病预防控制工作绩效考核评估方法替代传统的综合目标管理,并充分利用绩效考核管理软件进行客观评价。结果 2008-2010年三年北京市省级疾病预防控制工作绩效考核区域指标考核结果均为良好,机构指标考核结果均为优秀。尽管整体工作取得一定成效,但也存在一些困难和问题,有提升的空间。结论疾病预防控制工作绩效考核各项指标,适用性较好,覆盖面广,计算简单易行,可操作,初步创立了方便可行的考核评估体系,基本满足疾控机构的职能需求。但要进一步加强对评估指标的应用性研究,充分利用评估结果,定期调整评估指标,完善考核方式和过程,使疾病预防控制工作绩效考核这个新型管理模式,在疾病预防控制事业中发挥更大作用,促进疾控事业科学、规范、可持续发展。
Objective To understand the results of the performance appraisal and assessment of the provincial-level disease prevention and control work in Beijing in recent three years and its influencing factors. Methods The method of performance appraisal and assessment of disease prevention and control is used to replace the traditional integrated management of objectives, and make full use of performance appraisal management software for objective evaluation. Results In the three years from 2008 to 2010, the examination results of the performance indicators of provincial disease prevention and control in Beijing were all good, and the results of institutional indicators were excellent. Although the overall work has achieved some success, there are still some difficulties and problems and room for improvement. Conclusion The indicators of disease prevention and control work performance appraisal have good applicability, wide coverage, simple and feasible calculation, operable and initially set up a convenient and feasible examination and evaluation system to basically meet the functional requirements of CDC. However, it is necessary to further strengthen the applied research on evaluation indicators, make full use of the assessment results, periodically adjust the assessment indicators and improve the assessment methods and processes so that the new management mode of performance evaluation of disease prevention and control plays a greater role in disease prevention and control , Promote disease control scientific, standardized and sustainable development.
