贺兰山上依然白雪皑皑,银川平原却已杨柳泛青,春潮滚滚。这天清晨,宁夏回族自治区党委书记李学智和其他同志一道,共乘一辆旅行车,沐浴着微带寒意的春风,开上包兰公路。包(头)兰(州)公路是纵贯宁夏的一条干线公路。从石嘴山进入宁夏境内,到首府银川市,全长九十七公里。由于大部分地段没有行道树,它赤裸裸地躺在平原上,显得空旷而荒凉。几年前,李学智就对自治区交通部门讲,要把这条首府门口的公路绿化起来。但是,几年过去了,由于有关部门推诿扯皮,年年嚷“植树”不见树。今年,李学智决心抓好这条公路的绿化问题,整顿一下这种扯小
